CDF-Texas Advisory Board

Charles is the President and CEO of Community First Health Plans, a locally owned and managed tax exempt HMO serving commercial, CHIP and Medicaid members in a eight county urban/rural service area via network of some 20 hospitals and 450 primary care physicians; health plan membership over 110,000, staff of over 230 employees and some $200 million annual budget. He has served in numerous positions in the health care industry, including Bexar County Hospital District, Health Alliance of Texas, and Regional Controller and CEO, Health America Corporation of Texas.

Charles serves on several local and statewide boards including FREW Technical Advisory Committee for the Health and Human Services Commission, March of Dimes Board, San Antonio Chapter, Executive Committee, Texas Association of Health Plans, Regional Advisory Committee for Medicaid and CHIP and numerous other affiliations.

He received a bachelor’s degree in Finance with honors from the University of Texas at Austin, 1967 and an MBA, University of Texas at Austin, 1970. Charles has been married over 40 years with three children and three grandsons.
